Bad leaders are great decision makers and solution providers

I was watching this video, and at around 37' he says something along the lines of:

we need to stop rewarding leaders for making good decisions, and instead reward them for enabling their teams to make the decisions/find the solutions

which reminded me to of this passage in L. David Marquet's Turn the ship around!:
When the performance of a unit goes down after an officer leaves, it is taken as a sign that he was a good leader, not that he was ineffective in training his people properly.
